Here’s a link to an article from John Menadue, Whitlam’s private secretary in 1967 when Medibank was first conceived (later Medicare). Menadue was later secretary of the Prime Minister’s Department under Whitlam and held many other positions. Today he runs the influential Pearls and Irritations website.
