The author makes an important distinction, noting that

radicalism and terrorism are not the same thing. Radical politics and radical religion are surely acceptable and widespread. But what is not acceptable is to commit acts of violence and terrorism.

He goes on to look at ways of combatting violence and terrorism and at the connections between Australian and allied actions overseas and reactions at home.
